Educates individuals on benefits and entitlement programs they may be eligible for and provide enrollment assistance through HOPES Community Action Partnership (CAP). Support is available for Social Security, Medicaid/Medicare, Food Stamps/SNAP, health education, and discount phone and utility services, including Verizon Lifeline service, Assurance/SafeLink Wireless, and Home Energy Assistance Programs.

The staff directs efforts toward working with individual consumers, who face difficulties in areas of housing, employment, transportation, remaining independent in the homes, assists with completing applications for immigration, Social Security, and other financial benefit programs. Special services are also offered for underserved minorities who have disabilities.  

Provides a boarder baby prevention program aiding at-risk mothers and babies, aiming to reduce infants left in hospital pediatric wards. Services comprise securing infant supplies, substance abuse treatment referrals, parenting classes, life skills training, pediatric care assistance, applying for social services like Temporary Assistance to Needy Families and WIC, and healthcare provider referrals.

Provides professional, confidential consultations to vulnerable residents living in challenging circumstances. A wide spectrum of services is offered to individuals and families, including; Needs Assessments, Information & Referral, Outreach to disabled and frail elderly, Liaison to police, transportation, housing programs. 

Provides free legal services and legal counseling to low-income individuals. Assists with consumer rights and debt cancellation, domestic violence and sexual assault, education, elder justice, expungements (Clearing Your Record), family and relationships, federal taxes, HIV/AIDS (rya white project), housing, immigration, public benefits, seniors, and veterans.   

Provides supportive programs to students of Perth Amboy High School and their families through the School Based Youth Services Program (SBYSP). Services include: case management, assistance with college applications, community referrals for social services, immigration services, employment counseling, and recreational activities. Also delivers intensive mental health counseling in individual, group, and family sessions. Topics covered include: school, drugs/alcohol, abuse, family conflicts, peer pressure, relationships, eating disorders, and violence prevention. Collaborates with community health providers to teach pregnancy prevention and sexual education in ninth-grade health classes, and offers one-on-one sessions on risk reduction and healthy decisions.

Provides library services and programs for the community, including access to books and digital materials, public computers and internet, educational programs for all ages, and community events.

Provides management of the benefits provided by Social Security and/or SSI that ensure a person's daily basic life needs are met. Available for residents of Union County.
