Open to individuals in need of nursing level care, but who are ineligible for Medicaid. For single applicants, income resources must be at or below $40,000. For couple, the income must be at or below $60,000.

Eligibility criteria include ineligibility for Medicaid and Medicaid waiver programs, along with resources not exceeding $40,000 for an individual or $60,000 for a couple. Participants contribute to the cost on a sliding scale based on their income.
