Low-income individuals and families who reside in Monmouth County, and whose total household income is at or below 200% of the federal poverty level
Required documents
Completed application, Social Security card, proof of ownership or lease agreement, proof of income for residents above the age of 18, utility usage information for the past 12 months

Community Affairs and Resource Center (CARC)
Provides a wide variety of services to the Latino, Creole, Haitian, African-American, and Caucasian communities. Provides case management, translation/interpretation services, notary public, job readiness classes, employment placement assistance, rental and energy assistance, lead education, lead hazard reduction assistance in homes, advocacy and referral services. Additional services include English as a second language (ESL) classes, workshops, parenting classes, health classes, and nutrition classes.
