Eligibility

Applicants must meet at least one of the following criteria: be recipients of Lifeline Credit Program benefits, HEAP (LIHEAP) assistance, Temporary Assistance to Needy Families (TANF), Supplemental Security Income (SSI), Pharmaceutical Assistance to the Aged and Disabled (PAAD), General Assistance (GA), or Universal Service Fund (USF). Applicants may also qualify if they are residential customers unable to pay utility bills due to circumstances beyond their control, including unemployment, illness, medical expenses, death of an immediate family member, or other financial hardships. Self-certification of inability to pay is permitted.

Application process

Customers must contact their utility company directly to request protection under the Summer Termination Program. Customers may self-certify hardship if applicable. For unresolved questions, customers may contact the NJ Board of Public Utilities.

Protects eligible residential customers from having their water, wastewater, gas, or electric service shut off during the summer months. The program is in effect annually from June 15 through August 31 and is designed to assist vulnerable households experiencing financial hardship.
