Eligibility
Open to residents residing in apartments in the service area without heat and hot running water, or who have had their utilities shut off.
Operates under the New Jersey state housing codes. from October 1 - May 1 yearly, the landlord must provide enough heat so that the temperature in the apartment is at least 65 degrees from 6:00 pm - 11:00 pm and 68 degrees at all other times.
