Application process
To apply for a no-fee PO Box, start by calling your local post office to confirm availability. Then, complete USPS PS Form 1093, which is available online or in person. Applicants must provide two forms of identification—a photo ID and a non-photo ID—but if you don’t have these, a postmaster or shelter worker can vouch for you, and a homeless certification report may also be accepted.

Provides free mail service for consumers without a permanent address, or where mail delivery is not possible. Consumers can register for a P.O. box where mail is kept until the they collect it. The box is numbered and located in a local post office. Individuals who are unable to meet the requirements for a P.O. box, or are unwilling to open a P.O. box, can still receive free general delivery service and pick up their mail at a local post office during business hours.
