Open to low-income households in the United States. Participants in the following programs automatically qualify for Lifeline discount prices:

- Low Income Home Energy Assistance Program (LIHEAP)

- Temporary Assistance for Needy Families (TANF)
- Pharmaceutical Assistance for the Aged and Disabled (PAAD)
